Attackers Exploit PHP2Shell Flaws in Internet-Exposed Palo Alto Networks Management Interfaces

Cybersecurity and Infrastructure Security Agency (CISA) to add CVE-2026-46300 to its Known Exploited Vulnerabilities ( KEV ) catalog, requiring federal agencies to apply the fixes by October 31, 2026.
Cybersecurity researchers have disclosed details of what appears to be an artificial intelligence (AI)-assisted attack orchestrated by a suspected China-nexus threat actor that has leveraged the PHP2Shell vulnerabilities to breach exposed systems.
Palo Alto Networks has also noted that no special configuration is required to be affected by this issue, adding the risk is highest on PAN-OS when access to the management interface is allowed from external IP addresses on the internet.
The development comes days after Israeli cybersecurity company Dream said it observed a suspected China-nexus threat actor weaponizing the flaws in conjunction with a local privilege escalation bug in the Linux kernel, tracked as Fragnesia (CVE-2026-46300, CVSS score: 7.8), to root 25 servers across the U.S., Japan, Taiwan, and South Korea.
The attack chain essentially brings together two sets of vulnerabilities impacting PHP and the Linux kernel - "The implementation we recovered is a custom, non-public build, not a copy of any known public exploit for PHP2Shell," Dream researchers explained.
The firewall OS uses PHP 8.0.30 with a high memory limit that enables the memory corruption stages of the attack." The custom weaponization of the PHP2Shell exploit chain, coupled with CVE-2026-46300, is said to have rooted 25 servers across the U.S., Japan, Taiwan, and South Korea.
Attackers are actively exploiting vulnerabilities across critical network infrastructure, and PHP flaws known as "PHP2Shell" put the web management interfaces of firewalls, VPNs, application delivery controllers, and other appliances at risk.

What happened
Palo Alto Networks on Wednesday warned that threat actors are exploiting the recently patched PHP2Shell vulnerabilities against publicly-accessible management interfaces.
The Hacker News has contacted both Dream and Palo Alto Networks for comment, and we will update the story if we hear back.
What changed
Cybersecurity and Infrastructure Security Agency (CISA) to add CVE-2026-46300 to its Known Exploited Vulnerabilities ( KEV ) catalog, requiring federal agencies to apply the fixes by October 31, 2026.
Cybersecurity researchers have disclosed details of what appears to be an artificial intelligence (AI)-assisted attack orchestrated by a suspected China-nexus threat actor that has leveraged the PHP2Shell vulnerabilities to breach exposed systems.
Who is affected
Why it matters
The attack chain essentially brings together two sets of vulnerabilities impacting PHP and the Linux kernel - "The implementation we recovered is a custom, non-public build, not a copy of any known public exploit for PHP2Shell," Dream researchers explained.
The firewall OS uses PHP 8.0.30 with a high memory limit that enables the memory corruption stages of the attack." The custom weaponization of the PHP2Shell exploit chain, coupled with CVE-2026-46300, is said to have rooted 25 servers across the U.S., Japan, Taiwan, and South Korea.
Technical details
Attackers are actively exploiting vulnerabilities across critical network infrastructure, and PHP flaws known as "PHP2Shell" put the web management interfaces of firewalls, VPNs, application delivery controllers, and other appliances at risk.

The vulnerabilities, tracked as CVE-2026-109618 and CVE-2026-109619 (CVSS scores: 9.2), allow attackers to achieve unauthenticated remote code execution on systems running affected versions of PHP.
Response
InfraTrust therefore recommends that administrators make sure PHP-backed management interfaces are not exposed to the Internet while waiting for PHP2Shell patches.
Soon after the disclosure, Palo Alto Networks, F5, NetScaler, Check Point, and QNAP confirmed that some of their products were affected, while they still developed fixes for appliances.
What security teams should do
On Friday, the PHP security team also shared mitigation measures for a new RCE vulnerability (tracked as CVE-2026-115560) that has no patch and can only be exploited when targeting systems "with an unusual combination of configuration and application code." Until a security patch is released, the PHP devs advised admins to set session.upload_progress.enabled=0 to block potential attacks, a mitigation already recommended before patches for the PHP2Shell security updates were released.
The report then recommends focusing on Check Point Security Management Server, Cisco Catalyst SD-WAN Manager, VeloCloud Orchestrator, FortiMail, Cisco Secure Email Gateway, affected BIG-IP APM systems, and PAN-OS management interfaces.
